Consensus

Validators are people. Names. Licenses. Liabilities.

Identified
Every validator is a licensed clinician or healthcare-credentialed entity. State license verified. NPI checked. No anonymous validators by protocol.
Quorum
A two-thirds super-majority of active validators must sign each block. Failure to sign within window costs reputation, not money.
Slashing
Validators with confirmed bad acts (verified-but-fraudulent attestations) face license-board referral plus on-chain reputation loss.
What gets recorded

Acts. Not data.

Hashed acts
A block records the fingerprint of a verified act. Patient ID is hashed. Provider ID is hashed. The chain proves the act occurred without revealing who.
Settlement
Once an act is confirmed, HCR mint settles to the patient's wallet. The amount depends on the act class. The class is fixed at protocol level.
No PHI on-chain
Clinical content lives in the Datavault, encrypted. The chain stores hashes and amounts. The two systems never cross-link except via patient-issued grants.
